yeah, that's the problem with a lot of these "bothway" law agreements. makes politicians feel good, they get their picture taken, lots of good press and talk - but often they don't really take on board the community politics or ways. i'm not saying that's the case here - that's not my place to say - but often just a few families get chosen as custodians and get jacky-jacky priveledges out of it that might isolate others in the community. i;m assuming this is what you're getting at, lawman.
